Job Description
The purpose of this position is to review and negotiate contracts, statements of work and other legal documents, and to ensure compliance with all aspects of federal, SLED (state local and educational) and commercial contracting from proposal and award through billing and collection. You will be an expert in the government contracting process with the ability to collaborate, coordinate and organize others. You will also assist in all aspects of the Legal Department, including the review and processing of commercial contracts and other legal matters. The ideal candidate will have the ability to thrive in a dynamic environment where it is necessary to “wear many hats”.
Core Responsibilities
Contract Management Review, negotiate and ensure compliance with contracts, subcontracts, teaming agreements, statements of work, and similar documents
• Evaluate client proposals to ensure contract requirements are adequately defined and documented
• Identify contract risks, and make recommendations to mitigate or eliminate such risks
• Conduct pre-award and post-award contract administration functions, including processing of change orders and modifications
• Monitor contract compliance and correspondence, and coordinate with and secure legal approval of contractual actions
• Administer contract close-outs
• Maintain files and adequate records retention for all government contracts held by the company
• Train other associates on compliance and contractual procedures and on implementing best practices for contract management
• Conduct research to support contract audit and/or facilitate business unit contract trends
• Analyze contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedures
Required Skills:
• A bachelor's degree and at least two years of experience in government contracts, subcontracts, and agreements is required; current or previous experience with industrial security strongly preferred
• Strong working knowledge of Federal Acquisition Regulations (FAR), Department of Defense supplement to FAR (DFAR), and Cost Accounting Standards (CAS) and familiarity with state and local requirements
• Familiarity with International Traffic in Arms (ITAR), Export Administration Regulations (EAR) a plus
• Ability to handle multiple projects simultaneously in a dynamic environment with very tight deadlines
• Entrepreneurial spirit with flexibility to embrace change and adapt in a quickly changing environment; ability to hit the ground running and quickly produce quality results
• Ability to perform in a complex cross-functional business environment
• Working knowledge of NISPOM, DOD security regulations, and Executive Orders desired
• CFCM (Certified Federal Contracts Manager), CCCM (Certified Commercial Contracts Manager), or CPCM (Certified Professional Contracts Manager) designations are helpful but not required
• Insight into clients’ business needs, operations and processes
• Ability to effectively communicate with both technology-oriented consultants and engineers, client managers, and company senior management
• Experience working in a fast-paced, revenue-driven environment
• Familiarity with information security and compliance regulations
• Excellent verbal and written communication skills
• Superior problem-solving skills
• Experience with client interfacing situations and projects
• Excellent negotiation and motivational skills
MUST HAVE:
• Valid Driver's License
• Ability to travel at least 5 percent of the time to the Maryland Office
• Ability to work greater than 40 hours per week as needed
