Membership Chairperson
Cathy Smith is a seasoned program manager/government recruiter who has recruited specificallyfor the federal government, placing contractors in a variety of disciplines for over 15 years.
Cathy is experienced with Program Management, overseeing contracts and working with COTRs, Contracting Officers and Human Resources.
Cathy has served as a Program Manager on numerous contracts, and has ensured employee retention though diligent detail in providing excellent customer service and follow through for numerous government agencies such as: DC Armory, Veteran's Affairs, EPA, WAPA, various National Guard units and Air Force Bases and DOE sites on a national basis.
She has successfully managed support contractors for Department of Interior agencies such as National Park Service, BLM, BOR, USGS, Federal Highways and many others.
Cathy is experienced in managing I.D.I.Q contracts, Blank Purchase Orders and Firm-Fixed Price contracts, and is an expert professional working with task orders of different terms and conditions.
Cathy has also implemented pay rates, pay structures, and modifiers for the government. She held a critical role in an I.D.I.Q contract obtained with Federal Highways. She is well-versed working with Contracting Officers, Contract Administrators and Human Resource Specialists on a national basis.
Cathy joined NCMA to learn more about contracting and the pros and cons. Cathy has bee a member of NCMA since March 2009, and is now serving as a Co-Chairperson for the Membership Chair.
She feels her experience working with people is of great value to the NCMA organization and hopes to encourage new members to feel comfortable and to entice potential recruits.
