Treasurer Tony M. Karpowicz is the Operations Branch Chief for the United States Department of Housing and Urban Development responsible for Procurement and Contract Administration in support of the Real Estate Owned Division of HUD. He has developed training material and trained Government Technical Representatives for every state West of the Mississippi. As the Acting Divisional Director, he converted his office from a Regional Office to a Service Center that represented the consolidation of 4 offices into one. Prior to HUD, Tony was a subcontract administrator at Martin Marietta. Tony worked on a new business development program. Prior to that Tony was the lead Materiel Administrator that led the High Performance Work Team in completely rewriting Martin Marietta's procurement practices. Prior to that Tony was the Corporate Administrative Contracting Officer (CACO)and Resident –In-Charge at the Emerson Electric Facility in St. Louis Missouri. He was responsible for corporate negotiation of Insurance/Pension issues, numerous cost accounting standards noncompliance issues, Material Requirements Plan (MRP) II, Corporate and Divisional overhead rates and Divisional forward pricing rate agreements. He coordinated Divisional Administrative Contracting Officers and Cost Monitors to ensure a unified Government position throughout the country when dealing with the different Divisions of the Emerson Electric Company. Prior to the years as the CACO, Tony was the Administrative Contracting Officer and Contract Specialist with many of the contractors administered out of the DCAMA St. Louis and Kansas City offices. He also worked at DCASR St. Louis as a Contract Specialist responsible for staff assistance visits and providing policy guidance to the field staff. Tony was a long time member of the NCMA Gateway Chapter for many years
and has rejoined NCMA recently to help mentor his current staff in
developing their careers. |
