From the President 2008-2009

As we approach the end of 2008, many of us will be receiving our performance reviews.  It is at this time that we assess ourselves (at times, our peers) and make decisions and/or adjustments.  If you don't already do this; going forward, keep a running record of the good things you do throughout the year.  Your boss will keep the record of the not-so-good things.  If you get a below-average rating for a reason unclear to you, change departments, change supervisors, or change jobs.  If you're a supervisor, fill out the review forms carefully and spend the time to let people know how they are doing.  Your subordinates should (and have a right to know) know how they're doing and what else needs to happen. Remember, if work goals and criteria for success are not clear and measurable, everyone will guess. They should not leave confused.

Finally, under the present economic conditions, I would suggest all to keep their resumes updated and maintain their networks.  Come to your NCMA Chapter meetings and get involved; display your skills.  There is no such thing as a probationary period.  We're all on probation, every day.  If you feel down, spend a little time understanding what it would be like to work on an assembly line or drive a truck.  It will ground you in reality.  Now, shine.

Ethics – Contractors and Government

I thought that you would find these two items of interest as it relates directly to Contracts, Contracting Officers and the Procurement Process.

1. U.S. Army Colonel and Lt. Colonel Convicted of Conspiracy for Role in Fraud Scheme in

Al-hillah, Iraq.  http://www.usdoj.gov/opa/pr/2008/November/08-crm-991.html

Testimony revealed that Whiteford, Harrison, Wheeler, Stein, Hopfengardner and others with more than $1 million in cash, SUVs, sports cars, a motorcycle, jewelry, computers, business class airline tickets, liquor, promise of future employment and other items of value.

2. In just one year of the Iraq War, Army Maj. John Cockerham made more than $9 million. How? By taking money from contractors in return for steering big-ticket U.S. government deals their way. Cockerham's crimes occurred while he was a contracting officer in Kuwait. In February, he pleaded guilty to bribery conspiracy, and money-laundering His case is only part of the Iraq War related corruption that the Department of justice has uncovered. So far, an investigation has found that Army personnel and American civilians have taken illegal payments ranging from $5000 to $9 million. (Maj. Momon Jr., Cockerham's successor in Kuwait recently pleaded guilty to pocketing ' more than $1 million.)

NCMA LEADERSHIP DEVELOPMENT PROGRAM

URGENT!!!

Are YOU a potential candidate for the NCMA Contract Management Leadership Development Program (CMLDP) for the class starting in June 2009?

Start now to think about and plan your application, which will be due in early 2009. Recognizing the value and importance of this training program for our membership and for the Denver Chapter, the Board of Directors recently created a new chair position to recruit and assist interested members in learning about the program and submitting their applications.

Here are some key points to ponder in deciding whether or not to apply:

The primary goal is to help develop the next generation of quality contract management professionals as leaders and managers to fill the current and future gaps in industry, government, and the NCMA itself.

        The ideal candidates:

o   Are in the early stages of their careers and not yet managers

o   Have an undergraduate or MBA degree

o   Have some experience in the contract management field

Participants receive top-quality training in fundamental leadership, contract management, and “soft” skills from June 2009 – April 2010 that includes a combination of:

Classroom and self-paced, Web-based coursework

o   Developmental assignments with NCMA, usually with your own chapter or the national organization

o   Attendance at four NCMA leadership and training conferences

o   Mentoring assignments with NCMA Fellows

In return, candidates are asked to commit two additional years to membership in NCMA

The market value of the training is estimated at more than $15,000.

o   NCMA covers the cost of materials, instruction, seminars, conferences and mentoring.

o   Travel costs are paid for by the candidate or his or her employer and/or local NCMA chapter
