Chair - Membership

Cathy Smith is a seasoned program manager/government recruiter who has specifically recruited for the federal government. I have over 14 years placing contractors in a variety of disciplines.

Cathy is experienced with Program Management, overseeing contracts and working with COTR's, Contracting Officers and Human Resources. I have been in charge of cost analysis for pricing of contracts.

Cathy has program managed several small to large contracts. She has ensured retention though diligent detail of providing the best customer service and follow through for several government agencies such as: DC Armory, Veteran's Affairs, EPA, WAPA, various National Guards and Air Force Bases and DOE sites on a national basis.

Successfully managed support contractors to many Department of Interior agencies such as National Park Service, BLM, BOR, USGS, Federal Highways and many others.

Experienced with I.D.I.Q contracts, Blank Purchase Orders and Firm-Fixed Price contracts. Expert professional working with task orders of different terms and conditions.

Cathy has also been responsible for implementing pay rates, pay structures, modifiers for the government.

Held critical role in I.D.I.Q contract obtained with Federal Highways. Able to plan, implement and get results in timely manner.

Well versed working with Contracting Officers, Contract Administrator's and Human Resource Specialists on a national basis.

Cathy joined NCMA to learn more about contracting and the pros and cons. Cathy has bee a member of NCMA since March 2009,I now serving as the Membership Chair.

I feel my experience working with people will be of great value to the organization. I hope to encourage new members feel comfortable and to entice potential recruits.
