Chair - Leadership

Ray Lewis Ray is currently a Contracting Officer with the General Services Administration (GSA), Federal Acquisition Service (FAS). Ray is a Team Lead at FAS working with three Contract Specialists and multiple Project Managers. The customers his team currently services are Defense Information Systems Agency (DISA), Hill AFB, National Weather Service, GSA Public Building Service, U.S. Border Patrol, Department of Defense NORAD, Department of Defense Joint Base New Jersey, and Center for Disease Control.

Ray has over 20 years of experience in the contracting environment. Prior to GSA FAS, Ray worked for Western Area Power Administration and the Bureau of Reclamation. Ray started at Reclamation as a Contract Specialist in an upward mobility position, ultimately receiving his Journeyman level specialist position and an unlimited Contracting Officer’s Warrant. While at Reclamation, Ray also held the position of the Small Business Development Specialist and worked with the Small Business Administration and numerous small businesses to assist them with government requirements.

Ray is a Denver native and graduated with a Bachelor of Music Education in 1979 and a Master of Arts in Music Education in 1981 from the University of Denver. Ray enjoys playing his piano and travelling.

As Leadership Chair, Ray is responsible for the location, guidance and selection of prospective individuals who are interested in becoming the next generation of contract management leaders through the Contract Management Leadership Development Program (CMLDP) offered through the NCMA.
