Chair - Fellows & Awards

Paul R. Fisher is a Lead Commercial & Business Development Contract & Pricing Manager with United Launch Alliance. He provides contract management as the lead of the Commercial Business Launch Team for ULA's Atlas & Delta Launch Vehicles.

Prior to ULA, Paul provided consulting services to AEP, in Ohio and was a Senior Contract Administrator and Sector Lead with CDM's Denver division. Paul monitored sector-wide financial parameters, provided reporting and analysis and, assisted with sector revenue, indirect cost and utilization budgeting.

Prior to CDM, Paul managed all contracts and subcontract activity for Stratus Consulting Inc. and ensured compliance with all related policies, procedures, regulations, and laws.


At Irving Burton Associates, Paul provided program support services and assisted in the management of the Department of Defense TRICARE/Military Health System's Central (7&8) region.

Paul has developed, written and negotiated a considerable variety of commercial and government contracts, leading sourcing activities for $150M - $500M in Domestic and International spend. He was one of three recipients of U.S. WEST's "Supplier Diversity ~ Medal of Champions," given to those who champion the cause of providing opportunities for small, minority, women-owned and, disadvantaged business enterprises and was personally responsible for annual cost savings realized in excess of $10M. Paul also has experience writing corporate travel and expense policies.

Earlier in his career, Paul held positions as an Information Systems Specialist during the construction and operation of the Clinton, Illinois Nuclear Power Station and as a Store Manager and Sales Manager in high end Audio/Video retail.
In addition to being an active NCMA member, Paul currently holds or has held positions in the following organizations:

* The Software Executive Licensing Society; a world renowned group specializing in issues surrounding the licensing of intellectual property.
* The Institute for Supply Management (formerly the NAPM).
* East Family Denver YMCA (Member of the Board of Directors).

Paul has obtained two degrees; the first, a Bachelor's Degree in Business Management from Regis University and the second, an Associates degree in Information Systems Management from Parkland Community College. He is a Licensed State of Colorado Notary Public.

Paul joined NCMA in 2000 and joined the Denver Chapter Board in 2004.
